• Expression of Interest are invited for Consultancy Services for the Environmental and Social Audit of the Hybrid Rural Electrification Systems (Sher) Project The objective of this mission is to assess the level of consideration of environmental and social aspects and the involvement of stakeholders in the context of the implementation of SHER to date. The specific objectives of the audit are: Present a summary of how socio-environmental aspects are taken into account in all SHER operations; Select a sample of sub-projects in order to examine the level and quality of consideration of environmental and social requirements; Evaluate the level of stakeholder involvement during the process of selection / identification and implementation of activities; Evaluate the effectiveness of the current use of environmental review tools; Evaluate the level of implementation of training programs for actors involved in the implementation of SHER, in particular the PCU, companies, operators, government agencies, etc. ; Identify blockages and other shortcomings likely to hamper the more efficient implementation of SHER; Ensure that conflict prevention mechanisms are in place, operational and make it possible to anticipate the risks of conflicts; Analyze the degree of application and compliance of Environmental and Social requirements as defined in the Project Appraisal Documents (PAD); Check that project interventions are preceded by prior analyzes of environmental and social impacts, and that appropriate mitigation measures are recommended if necessary (i.e. additional safeguard instruments (ESMP, PAR) are also developed and implemented before start-up / execution of works); Evaluate the degree of effectiveness and compliance of the environmental and social measures proposed in the ESMP, including the associated environmental and social clauses; Identify environmental and social non-conformities in the implementation of environmental and social measures on all project activities; Analyze the relevance and effectiveness of monitoring the environmental and social measures proposed in the Operation Manual; Ensure the adequacy and consistency of ISS tools and mitigation measures proposed for the risks and negative impacts that could be encountered, while ensuring the valuation of positive achievements; Examine the quality of the socio-environmental monitoring reports of the stakeholders; Make recommendations to correct the identified non-conformities; Prepare an action plan to implement the recommendations made.
