Expression of Interest are invited for Irrigation and Drainage Water Enhancement Project in the Office Du Niger Area and in the SéGou and Mopti Regions The Candidate's Services will have the following objectives: - Deepen the knowledge of the context of intervention of the project, carry out a precise inventory of the Agriculture sector in the ON zone and its trajectory and in the regions of Segou and Mopti and assess more precisely the capacities and needs of stakeholders; - Analyze the impacts of the project in terms of mitigation and adaptation to climate change; - Evaluate the skills of institutional beneficiaries (MAEP, ON, CRA) on climate and irrigated agriculture issues, the degree to which mitigation / adaptation issues are taken into account in the ON development master plans, and the various management tools. steering of investments and management of facilities and identifying support in terms of training, tools, studies, partnerships, to strengthen their capacity; - Evaluate the possibilities of rehabilitation and updating of the geographic information system (GIS) of the ON. In this context, it will be important to identify the entities / people directly in charge of the management and maintenance of this system; to take an inventory of existing indicators already integrated into the system; study the indicators that can be integrated in order to better cover the climate and conflict dimensions; technical opportunities linked to its extension or integration with a more comprehensive system; and the investments necessary for the integration of new additional geospatial indicators / data linked to the themes of climate, conflict and population; - Carry out the in-depth feasibility study and project formulation; - Carry out, on the basis of feasibility, the environmental and social (E&S) framework of the project and define the E&S due diligence to be carried out
