  • Expression of Interest are invited for Social Mobilization in the Implementation of the Daouna Project. Support Program for the Economic Development of Rural Territories in the SΓ©gou and Timbuktu Regions (PADER) CONSULTING SERVICES Expressions of Interest The Government of the Republic of Mali has received funding from the French Development Agency ("AFD"), and intends to use a portion of the proceeds to make payments under the contract. on social mobilization in the implementation of the Daouna Project. The purpose of the Candidate's Services will be: - Design and run an Information, Education and Communication (IEC) program through communal consultations in order to encourage stakeholders to support the process of securing land in the area of​​intervention: o Collect the expectations / suggestions of all the key players on the development and management of pastoral perimeters in the Daouna zone; o List the commitments and roles of each of the key players in the process of planning and managing pastoral areas; o Stimulate and create a local dynamic of mobilization / involvement of the populations for the sustainable appropriation of the development project of the Daouna area. - Carry out a diagnosis of existing Land Commissions, identify capacity building needs and propose an approach to support the establishment process in municipalities / villages where they do not exist: o Discuss with the Prefects of the Cercles of SΓ©gou and Niono, and the sub-prefects concerned as well as the municipal actors (municipal elected officials, representatives of the populations of the villages, decentralized technical services, civil society organizations, POs, etc.) on the content of the Agricultural Land Law (LFA), the process of setting up and functioning of Land Commissions (COFO); o Make an inventory of the process of setting up and functioning of COFOs; o Propose a program for the establishment and capacity building of COFOs. - Identify and carry out the functional diagnosis of rural producer organizations (farmers and breeders), opinion leaders and other stakeholders in the municipalities affected by the development of Daouna: o Identify the expectations and possible implications of the ARC through its local and communal branches in the development process and secure management of the Daouna area; o Identify and carry out the functional diagnosis of the organizations of rural producers (farmers and breeders) existing in the municipalities concerned by the development of Daouna; o Identify resource persons (opinion leader) and capitalize on their field and area of ​​influence; o Carry out the mapping of Producer Organizations and local opinion leaders in the Daouna area likely to be mobilized and involved by the Regional Council through the Regional Chamber of Agriculture (CRA), the Federation of the Meat Cattle Industry in Mali (FEBEVIM) and the Regional Directorate of Animal Productions and Industries (DRPIA). - Revitalize the inter-community union of Daouna to facilitate the mobilization of actors in the participatory implementation of the PADER project: o Review the statutory texts which govern the union of Daouna; o Facilitate the renewal of the union's management bodies; o Train management bodies and union members on the texts of cooperative unionism in the context of decentralization; The President of the SΓ©gou Regional Council invites Candidates to express their interest in providing the Services described above. This Call for Expressions of Interest is addressed to: X Design offices q Individual consultants X NGOs X NGOs and study office (s) in a Group The eligibility criteria for AFD funding are specified in the 'Article 1.3 of the β€œDirectives for the Procurement of Contracts financed by AFD in Foreign States”, available online on the AFD website: http://www.afd.fr. Applicants can only submit one application in their own name or as a Group. If an Applicant (including the member of a Grouping) submits or participates in several applications, these will be eliminated. If the Candidate is constituted as a Group, the Expression of Interest must include: - a copy of the Grouping agreement concluded by all of its members, or - a letter of intention to constitute a Group, signed by all of its members. members and accompanied by a copy of the proposed Grouping agreement. In the absence of this document, the other members will be considered as Sub-contractors. The references and qualifications of the Subcontractors are not taken into account in the evaluation of the applications. Interested Candidates must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references of recent and similar services. The criteria for establishing the shortlist are: - The size of the markets; - The nature of the Services in terms of community and institutional development with an emphasis on land and pastoral issues; - Domain and technical expertise. Applicants must provide the information (documentation in French) demonstrating that they have the required qualifications and relevant experience in mobilizing and building the capacities of populations and organizations in rural areas, in drawing up the map. village terroirs, the PO analysis grid, the annual activity plan; - From the geographical context: Similar experiences in the SΓ©gou region will be highly appreciated - [Local correspondents / partners]; NGO and study office (s) in a Group must have representation in the country. Due to the security risk in the areas where the Services are to be performed, the evaluation of the Expressions of Interest will verify that the applications meet the following criteria: - The Applicant has at least one experience of providing services in areas with similar security risk, in order to which he will provide proof of the implementation of security measures (invoice or contract with a security service provider, proof of security awareness before departure on site, etc.). - The Candidate has internal security management procedures: he will provide a description of his monitoring system and his crisis management system. - The Candidate has, for services performed abroad, an assistance and repatriation contract for his employees: he will provide the certificate justifying this. - The Candidate will describe his standard process for preparing for departure on a mission in sensitive areas, and will attach supporting documents for its implementation (mission orders with associated instructions, certificates of awareness-raising or training actions, etc.). In the event of a Grouping, its agent and any member having its registered office outside the Customer's country must meet each of these criteria. An application not meeting any of these requirements will be rejected.
